Ok... so to close this thread with a happy ending here is what happened:
After chatting in the IRC channel for a while, we determined the GSA I was running (on the OpenVAS 5 DEMO VM) had a bug which prevented uploading files (in this case the login/password lists for ncrack). Fortunately the bug was patched somewhat recently. In this particular case it was faster for me to install the GSA on a different server and then point that at my OpenVAS 5 DEMO VM.. and viola! It worked and ncrack is running just fine.
