These are generally added by distributions/packagers in their packages.

With --create-user, you should have a similar message to this, on success:
User created with password '85e9ed30-5031-47c0-8842-5813956094c6'.

The install file you are looking for is /path/to/source/openvas-manager/INSTALL.
