Not sure what version you're trying to build, but if you follow the INSTALL file in openvas-libraries-7.0.9.tar.gz, then there is a list of packages for debian at the end of the "Prerequisites for openvas-libraries". I'd add "build-essential cmake" to that list if you're starting from scratch.
