Since I think I just figured it out I'm going to reply to my own question: copy /var/lib/openvas/mgt/tasks.db to the new server (replacing the tasks.db there. Make sure the permissions match) run: openvas -m on the new server to migrate the data. Restart openvas-managed openvas-scanner and gsad on the new server.
The new server should have all the settings, scans, and results etc. a the old one now.... including the admin password.
