On my system, all the generate scripts are installed as root:root with 0754
permissions:
-rwxr-xr-- 1 root root 1019 May 11 03:52
/usr/share/openvas/openvasmd/global_report_formats/a994b278-1f62-11e1-96ac-406186ea4fc5/generate*
The code drops privileges to "nobody" before executing. That's never going to
work. So, on your system, what is the user/group ownership of those files and
what are the permissions?
In my case, the following fixes the problem. Your path may be different
(/usr/local/share instead of /usr/share).
# cd /usr/share/openvas/openvasmd
# find . -name generate -exec chmod o+x {} \;

I have not been able to reproduce this issue by installing from the tarballs on
Debian Jessie.
However, I was able to provoke this or a very similar behaviour by removing the
executable bit from the following file:
share/openvas/openvasmd/global_report_formats/a994b278-1f62-11e1-96ac-406186ea4fc5/generate
All:
Please check and report the permission of the file in your installation of
openvas-manager 6.0.4. Does a "chmod +x" on the file improve things for you?
