I have had the same problem. I kicked the Installation and started new.
Between the steps sudo openvas-nvt-sync sudo openvas-scapdata-sync sudo openvas-certdata-sync I wait til every step is finished (checked with "ps afx"). After that, "openvasmd --rebuild --progress" works.
