Just don´t download tarballs and use rsync ;-) Additional you should complain with your ISPs and use tunnel technology to avoid this "internet unfriendly" practices ... Opinion 2: Add a argument when we need sync, to assign which server we should go, and which server is most speed up. Just like the Red Hat most fast mirror like, or pip source and so on.
