Imho, the project is not alive any more as his original developer somewhat stopped developing it. However the sources are still available at http://openvpn.se/files/ .
Deliver patches is always welcome but your point about where to submit is yet to be answered. Maybe OpenVPN.net could host current sources if the original author is ok.
