actually the GUI at http://sourceforge.net/projects/openvpn-gui/ already supports multiple languages. Basing your translations on that one will save you some time and they will also end up in the upcoming OpenVPN 2.3 installers automatically. So, just grab an existing file from the res/ directory and do your translations based on it. If need further assistance feel free to ask.
