On reflection, I think this idea is unnecessary. After working through
the logic, I realise that I agree with Steffan, the right place for this
is changes.rst only.

It's not that I don't want to help, just that this idea is over the top.

I would appreciate if this page can be deleted (I have a backup if a 
time comes that the idea becomes viable).

Next time I will use the wiki:sandbox to field ideas, which I now
realise why the sandbox is there ;-)
