Am I reading this right, that you EXPRESSLY WANT TO stick to GPLv2-only
IN ORDER TO PERMIT router and other embedded device vendors to DEFEAT
THE SPIRIT OF COPYLEFT LICENSING and distribute devices containing
OpenVPN that prevent execution of modified code?

Please clarify how and why.

I am saying that going GPL3 instead of going GPL2+Apache exclusion would no longer allow OpenVPN to be shipped with routers. Also the change from GPL2 only to GPL2 and above would much larger than the currently proposed change that is as minimal as possible.
