Doxygen: Clean up tls-crypt documentation
- Fix broken links to OpenSSL documentation
- Remove some unnecessary \c for function names.
Doxygen does handle them automatically.
- Add some \c for --option since otherwise --
gets converted to one character (e.g. – in
HTML).
