I've noticed this problem several times in the past on WinXP and Win7 clients, including on my own Win7 laptop, but I am now encountering it on a Win8 client to the extent that its a real problem.
The problem appears to be that the OpenVPN client can sometimes not add routes to the local routing table. This problem is very intermittent. Some days it doesn't occur at all. Some days I can try to connect three or four times, then it will work. Some days it will only work after rebooting the Win8 PC. Some days even after a reboot it takes three or four tries.
