Well, OpenVPN should use UDP, but that should not stop you from running
TCP tests *inside* the UDP tunnel.
(Thing is, with TCP-based tunnels, you get funny synchronization effects
if you have packet loss on the outside TCP session, and performance will
go down to "abysmal". So whenever it works, use UDP for OpenVPN)
