This matches the behavior I observed today with my Windows Server 2012 
r2 64-bit VM. It would be nicer if OpenVPN-GUI would refuse to launch if 
the user lacked admin privileges, though.

This is interesting. I probably have to test this myself and see how it 
goes. I have not actively tested 32-bit executables on 64-bit Windows, 
yet there have been no complaints as far as I can remember. So they tend 
to just work.
