or use a full or relative path:

tls-auth ..\\config-1\\ta.key

tls-auth ..\\config-2\\ta.key

When openvpn is launched from the GUI the default directory is always 
%PROGRAM FILES%\OpenVPN\config

(note that ../config/ta.key also works on Windows).
