Well… Because it’s fun? :p Anyway, the main aim of this OpenVPN server it to provide netneutrality over any other network (you can use any port, either with TCP or UDP), and not providing public IP will lower a bit the netneutrality. In the same way, why does your broadband provider give you a public IPv4? It’s a bit the same here. The VPN is run by a non-profit organisation (grifon) who is a member of FFDN.
