openvpn 2.3.10 for Windows is bundled with openssl 1.0.1q openvpn 2.3.11 for Windows is bundled with openssl 1.0.1t between 'q' and 't' the openssl team disabled support for certain weak ciphers. Most likely, the microtik router used only supporst weak(er) ciphers and hence openvpn can now no longer connect. Resolution: generate new certificates for the openvpn server (i.e. the router).
