README.systemd file carefully:

And please do *avoid* using the openvpn@.service unit approach.  It is
generally not doing the right thing with OpenVPN 2.4.x and will give a very
bad systemd experience.  Also ensure that the openvpn-{client,server}@.service
unit files are up-to-date, as we've fixed a few issues there as well.
