I am using OpenVPN 2.4.7 from Debian (stretch-backports).

I am using Gmane, and it looks-like this does not work correct. The last
message in this mailinglist is from a week ago there...

Now reconnect the client and check the client-side logs to see what is happening... As for using "bypass-dhcp": you hardly ever need that option, as it is used *only* to add a route on the client to ensure any non-LAN DHCP servers are still reachable once the tunnel is up.
