I'd say that VB is a poor choice.
If you have any control over your server environment, I'd suggest a type 1
hypervisor. ESXi 6.x Free is a good choice and I've run many OpenVPN installs
on it with good results,
If you are looking for an open source alternative - check out Proxmox
(KVM based VM server).
