We've just hit what I assume is the same problem at our site. Interestingly we have two "twin" Windows 10 machines (same model purchased at the same time), but OpenVPN installed fine on one and had the problem on the other. (Specifically on the failed machine the TAP-Windows Adapter V9 entry in the Deveice manger has a Device Status of "Windows cannot verify the digital signature for the drivers required for this device. A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source. (Code 52)"..) On both of these machines OpenVPN had never been installed before the recent installation. I should be able to get the setupapi.dev.log files from both of the machines if that would be helpful.
