I am posting this here as an object of curiosity.
Summary:
Windows 10 server freezes for several seconds when specific clients
connect. The OP claims he can reproduce this on another W10 m/c.
Error at that time:
MULTI: Outgoing TUN queue full
On a Linux server, the same behaviour cannot be replicated.
--dev tun standard --server
--verb 11 (!) openvpn log may suggest a registry issue:
us=181786 Error opening registry key:
SYSTEM\CurrentControlSet\Control\Network\{XXXXXXXX
Standard log may suggest network problem related to:
replay-window backtrack occurred
