Strictly speaking, on the server side, explicit-exit-notify for TCP
actually would have it's uses - because it can signal "reconnect to
same server" or "reconnect to next server". While "TCP gone" just
signals "this server is gone"...
(And I seem to remember that we've been at this point before, but
