Is this 2.5.0? 2.5.1? git master?
My crystal ball is a bit cloudy today.
(Richard is right, rst2man will help, but I think this was a bug in
2.5.0 where it failed installation if rst2man was not available, while
it *should* "just not install" the html page then - but 2.5.0 is old
anyway, 2.5.2 is current)
