It means the packet received has a "Packet-ID error" which conforms to being a 
"replay" error.

Because UDP is unreliable openvpn must assemble the UDP packets received into 
some sort of order, using checks like packet-id.
In this case "PID_ERR replay" means a replayed (duplicate) packet was received, 
with a PID error.
