So this will do it:
sudo systemctl restart openvpn-server@serverlocal

(servcerlocal is the name of the service that only allows access to the local
server LAN while using the client's own gateway for Internet traffic.)

This is not possible since the client is the remote router. I don't have a good
CLI interface to the router...

But the restart solution is good enough since normally there are no clients
using that service except myself when I am away from home and now also the
remote site's router VPN client.
