Thank you, that is very helpful.  verb is currently 3 but that is easy to 
change in the management console.

Even if the process has not been restarted, a SIGHUP "restart" could have 
reread the config file. That said, if OpenVPN was started with verb >= 4, check 
the log file. Almost all settings are output to the log at that verbosity.
