ipv4 forwarding is and has been enabled on both server and client

as pointed out earlier, you may be lacking one of the two things I mentioned in my previous email, with NAT being the most straightforward to apply.

The original server from which I took all of these initial settings was and

I am building this new server as the original one is at it's EOL though I am
not testing the new one in the production servers environment until I am
fairly certain that it might work.

It might be something trivial like "ip forwarding" not being enabled on
the VPN server - this is not needed for packets destined *to* the server,
but packets being routed *through* the server need to have forwarding
enabled.
