Good point. AFAIK, WebBeans RI is an Apache Licensed but I do not know the TCK is also ASL.

JCP TCK's often come with restrictions on use and aren't publicly available. I seem to recall that the WebBeans TCK was open source (apache licensed) and not under any restrictions.
