This looks very good to me. Two things I noticed when comparing it to some
of the other examples:
1) In most examples the apache e-mail addresses of the PMC were provided
beside the names.
2) Several of them provided a resolved paragraph that detailed the goals of
the project, similar to the text at the end of the WHEREAS paragraph.
Something along the lines of:
RESOLVED, that The Apache OpenWebBeans Project be and hereby is
responsible for the creation and maintenance of a software
project related to JSR299, Context and Dependency Injection for the
Java EE Platform and be it further
