It's about a caching bug in ActiveRecord in Rails 2.0.2, 
http://dev.rubyonrails.org/ticket/10896 
  -- which might be avoided by disabling caching on development  
machines as well:

    config.cache_classes = true

So, Aaron: do your Oracle sequence problems  occur in production  
environments as well?
