Just a little bit of added information.    I had no trouble running
ruote-web2.   and I did not make changes to my environment before
trying to run ruote2

ruote-web2$ ss
=> Booting WEBrick
=> Rails 2.3.2 application starting on http://0.0.0.0:3000
.. Ruote workflow/BPM engine started (ruote_plugin)
.. found /home/charles/githubcloned/ruote-web2/lib/ruote.rb
=> Call with -d to detach
=> Ctrl-C to shutdown server
