there are no "graphic process layout tools" out there that will work with ruote.

The one that comes close is "ruote-fluo" :

but it's rather a process editor with direct graphical rendering.

It's being integrated into ruote-kit.

I have the impression that you want the "full candy" graphical editor where a 
clueless "business user" draws a magistral process diagram (aka he's 
programming graphically).

An interesting web-based tool is Oryx :

In the past I did some work on how to translate XPDL or YAWL to ruote's process 
definition, but noone shew any interest for it :

It's not that hard but I didn't investigate further since noone had a use for 
it (or could talk me into doing it and maintaining it).

I avoid any Eclipse-based process-modelling tools. I don't want to waste CPU 
cycles on them.

I'd favour a simple process editor, business users are too busy to involve 
themselves into getting productive with real "process editors", else they would 
be "pogrammers". A few simple choices that route the flow for them or generate 
new segements of process definitions are, IMHO, better.

I hate lying to the end user and telling him he's going to be able to "model 
processes", especially when he's unable to find clear terms for any of the 
concepts in his "domain". 'hand holding' and 'baby proofing' FTW. It takes some 
time, as you know, to learn about each other and communicate effectively.
