It's one of the ideas listed in the Google Summer of Code 2017 ideas for 
OpenWISP <http://openwisp.org/gsoc/ideas-2017.html>. 

It's true OpenWRT can be installed on raspberry pi hardware, but most 
raspberry pi users want to use de official raspbian distribution, so being 
able to support that with OpenWISP would make the OpenWISP ecosystem a 
viable open source choice for many more scenarios.
