I have never done such a thing. I think you need to use a version of ansible-openwisp2 that was release around the same time (or slightly after) the version of openwisp-controller you want to use.
It goes without saying that you won't benefit from the many benefits and improvements of the more recent versions: bug-fixes and features; so if I was you I'd try to upgrade it and then keep it upgraded often (at least 1 or 2 a year). Also please back up your system before attempting upgrades.
