If you can install either OpenWRT or the OpenWISP firmware on it then yes. 
If the AP comes
with a different firmware then you must replace it.

You can configure four different SSID on the device using NetJSON, the 
configuration format that OpenWISP

OpenWISP tooling configures devices (and maybe some service on the device), 
it does not (yet) provide a full fledged solution
for all your WISP need. You can configure RADIUS authentication on your 
devices and there should be a way to set up
FreeRADIUS integration through OpenWISP but it stil is experimental and may 
require works
