I had the same issue on Ubuntu and the solution was to
add python-virtualenv to the pkg list
- name: install webserver components
apt:
pkg:
- apache2
- libapache2-mod-wsgi-py3
- python3-pip
- python-virtualenv
state: present
update_cache: yes
