As explained in the docs, active metric collection
<https://openwisp.io/docs/stable/monitoring/user/metrics.html#passive-vs-active-metric-collection>
is performed by the server (workers running in the background and
processing a queue of periodic checks, like ping).

Mobile signal data is collected by the monitoring agent
