How would it look if OpenWrt tried to write into each of the package 
make files who's maintaining them - something like this:

define Package/blablabla
   SECTION:=devel
   CATEGORY:=Development
   TITLE:=blablabla
   DEPENDS:[EMAIL PROTECTED] @BUILD_DEVELOPER_SYSTEM
   MAINTAINER:=***
endef


It would perhaps be a solution, especially if more people would be 
willing to become package maintainers?
It would be easy to give each individual 'package maintainer' commit 
rights to the needed directory.
