for my understanding openwrt has a rather flat hirarchy. I just got
pointed here: https://dev.openwrt.org/wiki/people which is almost all
docs about responsibilities documented so far :)

you are right about the state of documentation. but it is worked on atm.
meanwhile the existing wiki and the development trac are as well valid
sources of information as the forum is.
