Maybe a patch tracking system like Patchwork (http://ozlabs.org/~jk/projects/patchwork/) would help to collect and maintain patches. Of course the team still needs to do all the review and testing work, but at least it would help to avoid duplicate work when there is a central place to watch for incomplete or pending patches.
