Thanks.  I finally figured out that it is hidden inside the "Mode" field
underneath the Network->Wifi->Radio menu.

 

Now 802.11s is enabled.  I will try it out soon.

I think that there is a plugin for luci for managing olsr-based wireless
mesh networks.
