The report of 400 msec latency was due to another problem.

It is noted that the latency is typically under 2 msec for most of the
houses in this neighborhood.

Thus the report of unusual signal strengths stands, just the subject
line was (WRONG|TOO LONG) :(

I'm guessing noise floor is also involved, otherwise this sets a
record by 6 dBm in rural north Texas and that was quite a few moons
back in time:

        channel busy time:              97672 ms
        channel receive time:           69291 ms

The distances involved are typically under 500 meters, with a few exceptions.
