Thanks for the update, but...
- don't update PKG_SOURCE_URL, the latest version is still available on SF
- if you want libpcrecpp to get built only if "Advanced configuration
options (for developers)" menuconfig option is set, just add a
dependency on @DEVEL to libpcrecpp
