The issue is that when preinit configures the switch, it configures it without vlans, therefore all the ports are on the same network for the duration of preinit and until init corrects the situation. If on the other hand the switch is down on boot, nothing crosses the port boundaries, and you don't get cross-vlan leakage. At one point some platforms/devices in openwrt used a separate vlan per port, but that has been removed due to issues with failsafe not working in some cases, or confused users for failsafe in others.
