There's no option for that yet, but feel free to propose a patch that
adds such a config option.
BIN_DIR refers to bin/<platform> not the rootfs staging directory.
It should be copied to $(TARGET_DIR), probably from image.mk in this
template: Image/mkfs/prepare/default
