I've stepped through the tree and found https://dev.openwrt.org/changeset/43356 I think something might have been out of sync in my tree (or the image I flashed, I don't think I did a distclean). I've done a fresh check out into a new directory and verified I have 43356+ changes in target/linux/generic/files/drivers/net/phy/ar8216.c All ports are working fine now. Sorry for the noise.
