The sender domain has a DMARC Reject/Quarantine policy which disallows
sending mailing list messages using the original "From" header.

To mitigate this problem, the original message has been wrapped
automatically by the mailing list software.

Since commit  0276e1f7608a2b5252aee0c92c9834a150582ffe we no longer
call or use ifx_atm_alloc_tx and the pointed to function atm_alloc_tx.

Let's remove this unused code.
