Hi Browse for openvswitch in git tree history (https://git.openwrt.org/?p=feed/packages.git;a=tree;f=net/openvswitch;hb=refs/heads/openwrt-18.06) and look for changeset of v2.3.1. then simply copy package folder including files, makefile and patches of your desired version to your local buildroot (feeds/packages/net/openvswitch)
